China blocks proposal to brand Masood Azhar as global terrorist

Reportedly, China in its note to Security Council said it needed more time to examine the sanctions request targeting Masood Azhar.

Azhar founded JeM in 2000 after a hostage exchange that freed him from an Indian prison in return for 155 people held on a hijacked aircraft.
